MINUTES <br />GLENVIEW HISTORIC PRESERVATION COMMISSION <br />APRIL 9, 2001 <br />The April 9, 2001, meeting of the Glenview Historic Preservation Commission was called to <br />order by Chairman David Silver at 7:30 PM in the Board Room of the Village Hall. Ms. <br />Wiseman took roll call. Chairman Silver noted that there was a quorum present. <br /> <br />PRESENT: Commissioners Dawson, Dickson, Kramer, Morrison, Neymark, Ruter, <br />and Chairman Silver <br /> <br />ABSENT: Commissioners Browne, Eich, Hussman, and Reder <br /> <br />ALSO PRESENT: Helen Wiseman, Licensed Architect and Staff Liaison <br /> <br />Chairman Silver asked for comments regarding the corrected minutes of the February 12, 2001 <br />meeting. There were no comments. The minutes were accepted as corrected. <br /> <br />Chairman Silver asked for comments to the draft of the March 12, 2001 meeting. There were no <br />comments. Commissioner Morrison made a motion to approve the minutes for the March 12 <br />meeting as presented. Commissioner Neymark seconded the motion. Upon voice vote, motion <br />carried. <br /> <br />Chairman Silver asked if there were any general communications. Ms. Wiseman read a letter of <br />resignation to President Firfer from Commissioner Hussman. Commissioner Hussman will be <br />moving to Evanston in June 2001. Therefore, he regrets that he must resign from the Historic <br />Preservation Commission. Chairman Silver stated that the incoming Village President, Larry <br />Carlson, would appoint someone to fill Commissioner Hussman’s vacancy. <br /> <br />Ms. Wiseman referred to the Certified Local Government Program Guide & Application and the <br />Property Tax Assessment freeze material that she received from the State of Illinois Historic <br />Preservation Agency. She photocopied the material and presented it to the commissioners in <br />their packets. She also pointed out to the commissioners the Historic Preservation Commission <br />Members Resume Form, which each commissioner must complete. The resumes are a part of the <br />submittal to the state. <br /> <br />Ms. Wiseman gave an overview of the Glenview preliminary submittal for the Certified Local <br />Government Program to Mike Ward for review and comment for the commission’s benefit. She <br />mentioned that she mailed to Mr. Ward a letter overview dated March 21, 2001, Ordinance 3995, <br />Ordinance #4213, Ms. Bak’s summary of the Historic Preservation Ordinance, a Preliminary <br />Application for Certification, and the question/response required in the packet for Certified Local <br />Government. Mr. Ward has not yet responded. Chairman Silver sent an e-mail to Mr. Ward <br />asking that he speak before the Glenview Historic Preservation Commission. <br /> <br />Chairman Silver mentioned the Illinois Preservation Agency web site: <br />://www.state.il.us/hpa <br />http The web site offers information on Certified Local Governments, <br />Illinois Main Street, benefits of the preservation tax credit, real estate tax and income tax relief <br />“rebate” if qualified, forms, manuals, applications, etc. The commission must be certified before <br />the property tax abatement can be applied. Chairman Silver commented that it is eight (8) years <br />of abatement and then four years to increase to regular real estate tax value. Chairman Silver <br />also mentioned the National Heritage Grant Program for villages and non-profit organizations. <br /> <br />
