MINUTES
GLENVIEW HISTORIC PRESERVATION COMMISSION
April 26, 2001
The April 26, 2001 of the Glenview Historic Preservation Commission was called to
order by Chairman David Silver. Chairman Silver had called the special meeting of the
commission at the request of Village Board President Larry Carlson. The purpose of the
meeting was to determine whether or not the building located at 1771 Dewes, had any
historic significance. Chairman Silver noted that there was a quorum present.

Present: Commissioners Browne, Eich, Kramer, Morrison, Neymark, Reder, Ruter,
and Chairman Silver

ABSENT: Commissioners Dawson, Dickson

ALSO PRESENT: Mary Bak, Director of Development
Jeffrey Randall, Village Attorney
Steven Messmer, TRJ Group Attorney
TRJ Group Owner/Representative
Caleb Christopher, Architectural Historical, CG Consultants

TRJ Group representatives were at the meeting at the invitation of Mr. Jeffrey Randall,
Village Attorney.

Both Mary Bak and Jeffrey Randall stated the Historic Preservation Commission could
have an informal meeting to discuss the property at 1771 Dewes St. There is a provision
under the Rules and Procedures which the commission is presently working under that
allows for a special meeting to be called with 48 hours notice.

Chairman Silver asked the commissioners if they had reviewed the transcript from the
th
April 17 Village Board meeting regarding the property under discussion. All of the
commissioners present had read the transcript and all had gone to look at the property
under discussion. Chairman Silver stated that he feels that the commission is in a
sensitive area and time in developing the rules under which the commission will operate.
He also stated that he is concerned that this will set a precedent that any old building
requesting a permit for demolition will be directed to the Historic Preservation
Commission for review. Chairman Silver stated that he hopes that will not happen
because he feels that it is not correct. Not every old building in the Village of Glenview
has historic significance.

Commissioner Morrison stated that she was in agreement with Chairman Silver’s
concern. She feels that a provision is lacking for the Plan Commission or Zoning Board
to get an informal opinion rather than submit to the Historic Preservation Commission for
review.

Chairman Silver restated that the purpose of the meeting was to discuss the building at
1771 Dewes St. He stated that the commission could tell the Village Board that:
1. this commission feels the building may have historic value and would like
to research it further; or
