MINUTES <br />GLENVIEW HISTORIC PRESERVATION COMMISSION <br />November 29, 2000 <br />The November 29, 2000 meeting of the Glenview Historic Preservation Commission was called to order <br />by Chairman David Silver at 7:30 PM in the Board Room of the Village Hall. Chairman Silver noted <br />that there was a quorum present. Ms. Bak took roll call. <br /> <br />PRESENT: Commissioners Eich, Hussman, Neymark, Reder, Ruter, Kramer, and Chairman <br />Silver <br /> <br />ABSENT: Commissioners Browne, Dawson, Dickson, Morrison <br /> <br />ALSO PRESENT: Mary Bak, Director of Development <br /> Helen Wiseman, Staff Liaison <br /> Registered Architect - Building and Zoning Department <br /> <br />Village President, Nancy Firfer, spoke to the commission to thank them for agreeing to serve on the <br />committee. She felt that the committee would be very interesting since it will be dealing with many <br />judgements to give the buildings the proper designation. Ms. Firfer stated that she felt the community <br />was ready for some type of preservation. She also stated that she didn’t know how long the committee <br />would spend in session not knowing how many cases would be presented to the commission for <br />landmark status. <br /> <br />There were no minutes to review since this meeting was the first meeting of the Historic Preservation <br />Commission. <br /> <br />Chairman Silver asked if there were any general communications. Ms. Wiseman responded that there <br />was a summary of the Historical Preservation Ordinance, which Ms. Bak will be using and giving an <br />overview of the ordinance, and a copy of the modified Rules of Procedure which Ms. Bak had reviewed <br />and will present to the commission. <br /> <br />The commission took some time to introduce themselves and to offer a brief background. <br />Commissioners have all lived in Glenview from 5 to 30 plus years and have a personal interest in the <br />community. There are eleven (11) voting members (including Chairman Silver) on the commission. <br />Six (6) members are needed to have a quorum. It was decided that the commissioners would call Ms. <br />not <br />Wiseman if they were able to attend the scheduled commission meeting. <br /> <br />Chairman Silver asked Ms. Bak to make a presentation on the Provisions of Historic Preservation <br />Ordinance. <br /> <br />Ms Bak referred to the summary of the Historic Preservation Ordinance that was available to the <br />commission members. The ordinance came about because of an interest from members of the village <br />board and various commissions to proactively protect the perceived landmark buildings in Glenview. <br />The ordinance is modeled after ordinances from other municipalities who have had experience in the <br />area of historic preservation. <br /> <br />The Historic Preservation Commission will hear four types of cases: <br />1. Landmark Designation <br />2. Certificate of Appropriateness <br />3. Certificate of Economic Hardship <br />4. Zoning Variation or PLAN Commission action. <br /> <br />
