MINUTES <br /> GLENVIEW HISTORIC PRESERVATION COMMISSION <br /> SEPTEMBER 9, 2002 <br />The September 9, 2002, meeting of the Glenview Historic Preservation Commission was called <br />to order by Chairman Silver at 7:30 PM in the Board Room of the Village Hall. Roll Call was <br />taken and Chairman Silver noted that a quorum was present. <br /> <br />PRESENT: <br /> <br />Commissioners Dawson, Kramer, Morrison, Neymark and Chairman <br />Silver <br /> <br />ABSENT: <br /> <br />Commissioner Ireland <br /> <br />ALSO PRESENT: Helen Wiseman, Licensed Architect and Staff Liaison <br /> <br />Also at the meeting were the owner and representatives for The Glenview House, which was <br />under discussion. In attendance were: <br /> Leon Hamilton, owner, Constance Hamilton, Jay Hamilton, Andrew Hamilton, and <br /> Patrick Pontarelli of Miller, Forest & Downing, representing the Hamiltons. <br /> <br />Chairman Silver stated that the HPC was considering landmarking the Glenview House because <br />the Glenview House has a lot of Glenview history involved in it. Chairman Silver explained the <br />pros and cons of landmarking to the Hamilton family. <br />Cons: - Any proposed remodeling to a landmark site must be approved by the HPC before a <br /> building permit can be issued. The HPC must be sure that any improvement does not <br /> change the historical appearance. <br /> - Owner has the responsibility of maintaining the historical appearance of the landmark <br /> site. <br />Pros: -There is a sense of ownership of a landmark site. <br /> -Funds are available from the state and federal government if the HPC is certified by the <br /> State of Illinois. These funds can be used for the renovation of a landmark site as long as <br /> the renovation maintains the historical appearance and value of the building. <br /> -Real estate tax advantages from the state and county, such as a tax freeze for a specified <br /> number of years and a lowered real estate tax for a specific number of years, may be <br /> available. <br /> <br />Chairman Silver stated that the potential landmark site owner should be aware of the pros and <br />cons of a landmark building. He also stated that if the HPC chooses to propose landmarking the <br />building, the proposal would then go before the Village Board of Trustees for final approval <br />based on the HPC recommendation. <br /> <br />Commissioner Morrison suggested making the Property Tax Assessment Freeze Program, the <br />Historic Preservation Tax Credits and Income Tax Reduction pamphlets available to Leon <br />Hamilton for his reference. Chairman Silver also mentioned the Class L Tax Advantage that was <br />discussed at the last HPC meeting. Mr. Hamilton will pick up the pamphlets at the Village Hall. <br /> <br />Commissioner Kramer stated that the potential landmark status could lead to registration on the <br />Illinois Register and the National Register. <br /> <br /> <br />
