Roll call was taken, and
Chairman Silver noted that a quorum was present.

PRESENT:

Commissioners Dawson, Kramer, Morrison, Neymark and Chairman Silver

ABSENT:

Commissioner Ireland

ALSO PRESENT: Helen Wiseman, Licensed Architect and Staff Liaison

Chairman Silver asked for corrections or comments to the November 11, 2002, minutes of the Historic
Preservation Commission meeting. There were no comments or corrections. Commissioner Kramer
moved to approve the November 11, 2002 minutes as presented. Commissioner Dawson seconded the
motion. Upon voice vote, motion carried.

A brief discussion was held regarding the missing 7th Commissioner. Chairman Silver stated that he had
e-mailed all of the HPC commissioners regarding his lack of response from the village board members,
and was suggesting that one or several of the HPC members might have some luck with getting a
response.

Commissioner Morrison stated that she spoke with John Crawford who said that he would speak to Larry
Carlson regarding the need for a realtor on the HPC. Commissioner Morrison also mentioned the letters
and e-mails to the board members from the HPC on this subject. Mr. Crawford replied that he would
"look for them." Commissioner Kramer stated that he, too, had talked with Mr. Crawford about the
realtor position on the HPC, but he was not able to get a response from him.

General Communications -
Ms. Wiseman distributed a HPC meeting schedule for 2003. She also distributed information from the
Landmarks Preservation Council of Illinois - Preservation Snapshots seminar to the commissioners. If
anyone is interested in attending, they should notify Ms. Wiseman.

Chairman Silver asked if there were any concerns regarding the 2003 schedule. He would like to postpone any discussion with
the HPC until the January 13, 2003 meeting.

NEW BUSINESS -
The Village Board approved $9,500.00 for the HPC 2003 budget. There is also a sum of $500 in the
development department under a "training funding breakdown" for a total of $10,000 approved for the
HPC 2003 budget. This is the same amount that was approved in 2002. The budget does not include
monies for a survey. If the HPC chooses to conduct a survey, it would have to return to the board for
funding approval.

Commission Morrison suggested that the HPC query the consultants to determine if their response to their
bid to conduct the HPC survey remains unchanged. Commissioner Kramer replied that unless the HPC
knows when it will take place, the consultants probably could not give the HPC an answer. He spoke of
